callCall (252) 745-7232The county where the rules keep changing
Craven County was formed in 1712 and holds a little over 100,000 people, most of them along the Neuse and the Trent. It is also the place where homeowners get caught out, because whether you need permission to take down your own tree depends entirely on which side of a town line your house sits.
Same county. Same species. Three completely different answers.
Do you need a permit? It depends where you are
Inside New Bern's historic districts: yes, and twice over
The New Bern Historic District and Riverside Historic District require a tree removal permit and a Certificate of Appropriateness. The National Register districts, Degraffenreid, Ghent 1 and 2 and Lawson Creek, require a permit. It sits in City Code Article XIX, Part II.
In Havelock: usually not, for a homeowner
Havelock handles trees through its Unified Development Ordinance, and those rules are aimed at development and commercial sites, buffers and landscaping, rather than someone taking a pine out of a back yard. Worth confirming with Planning and Inspections all the same.
On unincorporated county land: we found no county-wide tree ordinance
Craven County regulates plenty through its own code, but we could not find a county-wide tree removal permit covering ordinary residential removals outside the towns. That does not make it a free-for-all, and it does not substitute for asking. Craven County Planning and Inspections will tell you what applies to your parcel.
It is worth asking whoever you hire which rules apply to your address. Riverside needs two documents and unincorporated Craven needs none, and knowing the difference before the saw comes out saves a lot of bother.

And the unincorporated roads between them, which is most of the county's land area.
Florence is still the benchmark
In September 2018, Hurricane Florence pushed surge up both the Neuse and the Trent at once. In New Bern alone more than 4,300 homes and over 300 businesses were damaged or destroyed. Everyone in this county measures storms against it.
The part that matters for trees came from officials while the water was still up: with ground that saturated, large trees were expected to start going over. Not snapped by wind, but tipped by soil that had turned soft around the roots. That is still how most big trees come down here.
Which is why the work worth doing happens before the season. If it has already happened, start with what to do when a tree falls on your house, and then how insurance usually treats storm tree removal.
